Payment Due Date
The customer has a total of 30 days to pay the current bill, from the date it was printed and mailed.
Greater Harrison County PSD Office Staff will do there best to mail the current bill between the 1st and 5th day of each month. The exact day will be printed on said bill.
The LATEST PAY DATE refers to the latest date the customer can pay without a late charge being put on the account. This covers the 1st 20 days of the payment cycle. The remainder of the 30 days will be covered under the PAYMENT REMINDERS section.
Payments Reminders
After the late charge is put on all bills not paid within 20 days a YELLOW PAYMENT REMINDER LETTER is mailed out, which gives the customer another 10 days to pay the current bill or make arrangements for payment.
If after 30 days the current bill is not paid, or arrangements made for payment, Greater Harrison County PSD will schedule a disconnect date at which time a you will receive two phone calls at least 24 hours prior to discontinuation.
Greater Harrison County PSD will usually schedule the disconnect date either on or shortly thereafter the “Turn Off Date” printed on the yellow reminder letter.
Dicontinuation
Greater Harrison or any agents or employees of Greater Harrison WILL NOT accept payments of any kind at the customer's door in lieu of discontinuing service for either a delinquent water or sewer bill. This is in accordance with WV State Code 16-13A-9(b).
All other procedures for discontinuation will follow PSC Rule 4.8.a.3.A which states the following: When the water or sewer service is being terminated for non-payment of said bill, the two (2) attempts to notify by personal contact shall be made on two (2) seperate business days at least twenty-four (24) hours prior to the scheduled termination unless it is reasonably established that the premises are not permanently inhabited. The inability to make personal contact shall not prevent the water utility from terminating service.

Connection / Re-Connection
All requests for Connection or Re-Connection of Service after 12:00 PM shall be done on the next working day before 12:00 PM.
Pool Filling
The Greater Harrison County Public Service District will adjust sewer accounts once per calendar year for filling of pools, upon completion of the application. Final determination to your qualification for this adjustment will be made A.S.A.P. Adjustments will only be processed for fillings between April 15 and July 30 each calendar year. In the event that a failure would happen, causing the pool to be filled a second time, proof of said problem must be given for a second adjustment to be considered. Yearly renewal of this application is required.

Application Policy
Greater Harrison PSD requires all applicants desiring water and/or wastewater service to make written application at the West Milford office in person. Proper identification is required at the time of application for service. A statement of all purposes for which water will be used upon the premises is required. Any and all past due amounts on file must be paid in full prior to service being established at premises. No person will have access to account information unless specified on said application. Deposits and tap fees in the current tariff shall be payable before service is provided.
Any change in the identity of the customer of record at a premises will require a new application for water/wastewater. The utility may, after reasonable notice, discontinue water service until such new application has been made and accepted, but the former customer shall remain liable for water/wastewater furnished to said premise until he/she has given notice in writing to the utility to discontinue water/wastewater service. In the event the customer of record has died or become incapable of being responsible for said service, the individual’s spouse may become the customer of record without being required to complete a full application of service, or paying a new deposit.
All applicants are required to designate on every application for service whether they are a tenant or an owner of the premises to be served. If the applicant is a tenant, he/she shall state the name and address of the owner of the premises to be served.
In the event that Greater Harrison provides water service in the same service territory as a publicly or privately owned wastewater utility the customer applying for service must provide proof of application for wastewater service before water service can be provided to the premise.
No application taken for a new tap will be approved except by the current field supervisor.
The application may be denied until an applicant has complied with the applicable rules of the Public Service Commission and the water tariff; if the applicant’s installation of piping equipment is regarded as hazardous or of such character that satisfactory service cannot be provided. A bill which has been found to be contractually uncollectible by a court or could reasonably be found to be uncollectible by reason of an applicable statute of limitations shall not be used to deny or discontinue service. In the event that service is refused, an applicant must be informed that the question may be submitted to the Commission for decision.
